JOINING FORCES: Steffon Christian Case Study

This session will be a very recent case study of a former elementary school aid charged with 69 sex felonies for molesting 10 students from the 1980’s to mid 2009. It will show the subject’s manipulative and explosive behavior pattern which led him to be able to contact a former child victim, now an adult, and snare him back into a homosexual relationship where he raped him as an adult.

This workshop will be co-presented by Steven Miller and David Abbott on Tuesday, November 13 from 3:00 until 4:30 pm. Steven Miller and David Abbott, along with Josh White, are also presenting a case study from 1:15 until 2:45 pm the same day. It is titled “Kevin Ricks: Inappropriate Teachings.”

Dave Abbott has been with the Manassas City Police Department for 11 and a half years.  Currently, he is a detective assigned to the Washington DC/Northern Virginia ICAC Taskforce.  David is also a part time TFO with US Secret Service Electronic Crimes Taskforce and FBI’s Innocent Images.

Steven Miller has been a Special Agent with the Federal Bureau of Investigation (FBI) since 2007.  He is currently assigned to the Washington Field Office – Northern Virginia Resident Agency’s Child Exploitation Task Force and has worked crimes against children since July 2010.

JOINING FORCES: The Mind of the Devil: The Development of the Violent Minds of Westley Allan Dodd and Arthur Gary Bishop

Westley Allan Dodd molested a large number of children and he killed three before he was caught. His plan was to kidnap children to be used as sex slaves. Had he not been caught, he would have killed more children than Jeffrey Dahmer. The objective of this workshop is to show how Dodd began life as a normal child in a normal home and gradually turned himself into a serial killer.

The second presentation in this workshop is of Arthur Gary Bishop, an eagle scout and an LDS returned missionary who killed five children before he was caught. Graphic details will not be given of his homicides. The objective of this presentation is to show how this killer became a slave to his sexual habit.

Al Carlisle was a psychologist at the Utah State Prison until he retired from there in 1989. Since then he has been in private practice and has been working on writing historical novels and true crime compilations of some of the killers he worked with. His particular interest was and is in the understanding of the development of the violent mind.

JOINING FORCES: Kevin Ricks: Inappropriate Teachings

This case study will examine the investigation and prosecution of an English teacher who sexually abused boys both domestically and internationally over the course of 30 years.  The investigation spanned several federal districts in the United States as well as Japan and Germany. Discussion of the case will include the subject’s use of tequila with his victims and details of the crimes found in his journals.  The discussion will also cover the different avenues used by the subject to gain access to his victims.

This case study will be presented by Josh White, David Abbott, and Steven Miller on Tuesday, November 13 of JOINING FORCES from 1:15 to 2:45 pm. There will be a repeat of this presentation on Wednesday from 10:15 – 11:45 am.

Josh White is an investigative reporter for The Washington Post’s Metro section and serves as a Metro weekend editor. Josh joined the Post in 1998 and for six years covered police and courts in Virginia, ending with the Washington-area sniper case. For the next four years he was a military correspondent, covering the Pentagon, embedding with troops in Iraq, and writing about military criminal justice. Since October 2008, Josh’s investigations have focused on law enforcement and sex offenses, including projects about a former high school teacher’s 30-year trail of abuse, the search for and arrest of the suspected “East Coast Rapist,” and the effects of sexual abuse by a youth director at a Washington-area church.
