JOINING FORCES: Kevin Ricks: Inappropriate Teachings

This case study will examine the investigation and prosecution of an English teacher who sexually abused boys both domestically and internationally over the course of 30 years.  The investigation spanned several federal districts in the United States as well as Japan and Germany. Discussion of the case will include the subject’s use of tequila with his victims and details of the crimes found in his journals.  The discussion will also cover the different avenues used by the subject to gain access to his victims.

This case study will be presented by Josh White, David Abbott, and Steven Miller on Tuesday, November 13 of JOINING FORCES from 1:15 to 2:45 pm. There will be a repeat of this presentation on Wednesday from 10:15 – 11:45 am.

Josh White is an investigative reporter for The Washington Post’s Metro section and serves as a Metro weekend editor. Josh joined the Post in 1998 and for six years covered police and courts in Virginia, ending with the Washington-area sniper case. For the next four years he was a military correspondent, covering the Pentagon, embedding with troops in Iraq, and writing about military criminal justice. Since October 2008, Josh’s investigations have focused on law enforcement and sex offenses, including projects about a former high school teacher’s 30-year trail of abuse, the search for and arrest of the suspected “East Coast Rapist,” and the effects of sexual abuse by a youth director at a Washington-area church.

Dave White has been with the Manassas City Police Department for 11 and a half years.  Currently, he is a detective assigned to the Washington DC/Northern Virginia ICAC Taskforce.  David is also a part time TFO with US Secret Service Electronic Crimes Taskforce and FBI’s Innocent Images.

Steven Miller has been a Special Agent with the Federal Bureau of Investigation (FBI) since 2007.  He is currently assigned to the Washington Field Office – Northern Virginia Resident Agency’s Child Exploitation Task Force and has worked crimes against children since July 2010.

Josh White is also presenting “Working with the Media on Sex Crime Cases” on Tuesday of Joining Forces from 10:15 – 11:45 am. Steven Miller and David Abbott will be dual-presenting another session entitled “Steffon Christian Case Study” on Tuesday from 3:00 – 4:30 pm.
